Integration courses: Should immigrants pay?

New immigrants to the Netherlands from outside the European Economic Area must now pay for their obligatory integration courses. Loans of up to EUR 10,000 will be available for asylum seekers and up to EUR 5,000 for those moving to the Netherlands to join a partner or family member. Immigrants who fail to pass the written tests within three years will automatically lose their residency permit.

likes I've seen the tests for the UK and they are pretty difficult (questions about the year women could first petition for a divorce etc). I reckon more than half of British people would fail them if they had to take them.
