Sure you can ask. We didnt speak any dutch but still found that most people were helpful and spoke some english. We have taken dutch lessons since.
When we first came here we could have done with a little help in looking at where to live, as since being here we now know roughly where we will move to if we stay.
Moving from the UK was very easy and simple. Although we just rented a white van and did the entire move ourselves. (We didnt have much of our own stuff).
Payments to the uk take up to 5-10 working days but gets there, but they do charge for international transfers.
