Standby or on call is often referred to as CONSIGNATIE in Dutch.
There are 2 places you should look at:
1. Arbeidstijdenwet, (http://www.arbeidstijdenwet.nl/index.php/menu/3.5.2.9.) this describes the minimum an employee is entitled to.
2. The CAO of your sector(Recreation, Metal, Telecom etc). Because that sometimes includes more positive terms for the employee.
It can also be that you earn more money per month than the CAO prescribes. You are then above CAO. Point 2 then often doesn't apply to you anymore
As for the 6 persons questions, I do not know, but I was in exactly the same situation. We had 6 staff members on Consignatie service. It often happened that one moved to another employer and we would be with only 4 or 5 persons to divide the shifts. So we included in the contract that we would only do that for a max of 2 months and would get the pay of the missing persons divided under the remaining staff.
If your company has an Ondernemingsraad (OR), ask them to look through your proposed consignatie contract.
