I have some holidays left for this year, but I would prefer to take them next year. Do you know if there is any possibility guaranteed by low to do so ?

I'm renting a room in Brussels.
I've just received some week ago a letter with invoice to pay - taxe Manages 2011. In my contract it is written that "All local/national taxes applicable to ownership or rental residences" are covered, so I was expexting that this tax is local one. My landlord says that this one is not.
I'm not specialist in belgian taxes and I don't tbelieve in everything what my landlord says, can anyone tell if this tax is a local one or not ?
