Your HR has already started work permit procedure for you. It is fine. Especially given that they already succeeded for a colleague of you who was in a less favorable position than you are in now, as you said. Your HR should indeed be more experienced now than then. So don't worry too much.

The enactment date for the new Aliens labour act is still not definitive. The election due to take place in September may affect the composition of the parliament, which may provide a possibility for the new law to be readdressed. But indeed, chance does exist that from 1 October, you may not be able to apply for continued stay. On the other hand, according to new dutch immigration policy, work permit will only be granted in extreme cases. Hopefully your case falls into the "extreme category". Either way, you do need luck to succeed. So wishing you good luck.

Does your husband need to renew his permit after your university contract ends? If not, it is probably safe for you to go ahead with uwv, and your husband applies for independent permit after October, in which case he does not need your financial guarantee. And thereafter in December you can renew your permit dependent on your husband. This is what I can think of according to the information you provided.
