Who is looking out for the father here?
Lawyers are there to look out for the person's interests they are representing. Not the father's. It has nothing to do with that. They can advise on what the laws are, what will happen if you report him to the IND, whether it is important to contact police etc. That's why that would be my first port of call. See a family lawyer - they are experts in these kinds of serious issues.
