1.Is it possible to apply for childcare allowance if the kid goes to gastouderbureau or private kindergarten or it is only for public kindergartens?

Tehy had problems to register to the adress where he lives first time,in the mean time they tried second time but before to get bsn he sing contract,open bank account and took the salary from account.Is it possible???
Is it possible???Well my husband singed contract,open bank accout all without haveing BSN???Or something is wrong here???How he can be sure that employer is paying for him social security that is not just putting money on his account???
