I've been in Holland since September 2010, and I rent a house (inclusive of g/w/e). Toaday I got 3 letters from the belastingsamenwerking . The fist appoligised for sending 2 bills at once. The others were the 2 bills from Belastingsamenwerking. They didn't charge me for 2011 (one bill), and they sent me the bill for 2012.
Now, my rental contract is inclusive. Shouldn't these bills be paid by the owner of the property?

That's your tax bill for the property you are renting.
I am sure you have to pay it unless .. your contract specifically says they landlord will pay it. But typically the tax bill is not inclusive in your rental agreement.
You can make an arrangement to pay the bill in installments.
