Umm I think you are confused.
The way it works is this:
It you move here, to abide by the law here which states that everyone must be registered .. you are supposed to go to the Gemeente (Town Hall) and Register yourself within the first 3 days.
Of course, nobody is following you around making sure you do this in 3 days ... but somewhere around this time.
Now, the HARD part is that to Register, you must have a Rental contract in hand and finding a place to Rent .. is difficult ... to out it mildly - unless you have a generous budget.
So you need to find a place to live immediately if not sooner ... (that can be a hotel because hotels automatically register you without your knowing it).
That is the catch.
As a KM worker you have to rent legally or you will be found out almost immediatelyt, then you will lose your money and have to move within 2 weeks.
So when you find a place .. the golden question you must ask the landlord is 'Can I use this address to be Registered at the Gemeente?'
If he looks at you sheepishly and says NO... then you know that is an illegal rental .. and you need to move on.
Now if after you find a place and you are Registered .. you decide to move to another apartment - fine.
No, you cannot be assigned a BSN/Sofi number unless you are in the system.
When you go to the Tax office (Belastingdenist) they will ask for your Work contract, KM permit, Rental contract etc... When they are satisfied that you are in system here legally - they will issue you the now BSN number.
