I only know one area: a "triangle" between Valls, Reus and Tarragona in Tarragona Province, plus much of the Costa Dorada. Looking at the amount of expats that live here and that quite a few of them have businesses (a lot of restaurants on the coast) I'd say it's quite "expats friendly", though I have nothing to compare it with.
