I thought it worth posting if anyone is in a position where they are unable to get support for a disability.
http://dla-ecj.weebly.com/Although, I am totally baffled by the information given about NI contributions, since on the DWP site it states clearly link:
http://www.dwp.gov.uk/advisers/hb5/dla/dla_1.aspDLA helps with some of the additional costs arising from disability. It is tax free and does not depend on National Insurance contributions.
I have written to the exportability team to see if they can clarify what the true situation is in relation to NI contribuitions.
