Worth taking note that if you have moved to Spain to become resident, then by law you have to now apply for a residencia cerificate within 3 months of arrival.
EU citizens are of course free to enter, live, travel and work in Spain and if you were living in Spain before April 2007 and have a Residency card then you don't have to do anything until it expires. Once your card expires you have to go to your local Policia or foreigners office and apply for an EU Registration Certificate.
If you intend to stay in Spain for more than 3 months then you should apply within that period for an EU Registration Certificate using form EX16.

Once you have made your application and paid the relevant fee which currently is 6.70 euros you will be issued with your Registration Certificate.
