Yes you can actually, and from my experience , it's quite effective
There are 2 main things you can do right away,
First, get on http://www.robinson.be/ , and there you can ask to be removed from marketing lists.
(Of course site FR/NL only, no EN)
Secondly, get on http://www.phoneinfo.be/en/index.html which will allow you to remove your phone / address / e-mail from all public directories (such as white/yellow pages)
From my perspective, it works quite well as I never received any cold call from anyone.
Don't expect this to be fast, it will take some time (months) for your change request to be propagated to all companies so you might still receive calls after doing that
And of course, there are some companies who do not actually care about those and might still call you
In addition, if you don't like "paper spam" in your mailbox and live in Wallonia, there is an official sticker you have to put on your mailbox to refuse "free press" and/or "ads" (you can select)
It's the only one that is enforced by the regional government , get to http://stoppub.wallonie.be/ (only in french)
Also depending on your cell phone provider, you can block all those "spam" texts you may receive

I tried , they do respond , they do follow up complaints (slowly but they do) and in the end , they will get you "unsubscribed" from pretty much anything "in Belgium"
