But How do I go ablout getting one and where. Also I know you can print outt he application but I can't find where it is. Can anyone help me?

You can stay up to 90 days in six months as a tourist. To stay longer, you have to find a way to qualify for a Dutch residence permit.
Your partner can sponsor you if you get married and he has an employment contract for at least a year earning around 1500 euros/month. If he doesn't qualify, maybe you could qualify for a residence permit to be self-employed here under the Dutch American Friendship Treaty. Either way, the process will be easier if you get some professional help. Don't make any permanent changes until you've been advised that you will qualify for a permit.

Is there any way for me to stay with my Dutch boyfriend in haarlem netherlands without my divorce being final

Unfortunately you are not allowed to stay over the 90 days. At present you don't qualify for a residence permit here. If you overstay, you are subject to arrest and deportation as an immigration violator. When you do leave, it's also possible that you could also be marked as an overstayer and banned from returning for a few years of longer.
The new government has now made overstaying in NL a criminal offense, it's not known exactly when this new rule will come into effect but it will be soon. So you are also taking the risk that you will be jailed for a criminal conviction (up to four months) and then deported for good with a criminal record for the rest of your life.

I have many "white" clients who have been 'bothered' by the authorities...anyone can report an overstayer to the police and it happens all the time. It's especially easy to get caught at Schiphol when trying to fly home.
Anyone who overstays their tourist visas here in the current political climate should be worrying full time (assuming they would be upset with arrest, jail time and deportation with a criminal record).
It's against the law to live unregistered in NL without health insurance.

Since 1 oct 2012, Americans have to be married or in a registered partnership to live here with their Dutch partner in the Netherlands.

I am not sure if you are eligible for the temporary visas or not. Did you guys got married? If yes then you need to go back to your home country and then your partner could sponsor you. You could go back to him on a spouse visa soon if his documents are strong enough to prove that you won't be a liability to that country and your sponsor already have enough funds. You will even need the best Immigration Attorneys to guide you through the process.

No we are getting married when I go back in a few months to Haarlem Netherlands. I had to come back to the US to take care of somethings. I know the laws have changed there on the resident permits. But have the prices changed also? When I left it was 1250 euros for it. Is the cost still the same and / or are they getting ready to change in the next few months? Also when we get married will it take as long to be approved through the IND? I'm a US citizen would it help for me to have a TB test done here. I saw something about a TB test not sure if I have to have one or not.
I was wondering I know a registar has to peform the marriage. But will they do a video call marriage. Would that be possible? Would the IND aprove the resident application if we married like that with a Registar?
